On 3 March 2025, the Foreign Environmental Cooperation Center (FECO) of the Ministry of Ecology and Environment convened a meeting on the planning for South-South cooperation on climate change. Representatives from the Department of Climate Change of the Ministry of Ecology and Environment attended and addressed the meeting. Mr. Ding Hui, Member of the FECO Party Committee and Secretary of the Discipline Inspection Commission, presided over the session.

Representatives from FECO reported on the conceptual framework and key considerations for the planning process. Participating experts engaged in in-depth discussions on the current situation and challenges facing South-South cooperation on climate change, the scope, objectives, and thematic areas of the plan, as well as priority tasks for such cooperation. The meeting also yielded opinions and suggestions for the subsequent work.

The plan for South-South cooperation on climate change is intended to provide guidance and a framework for the Ministry of Ecology and Environment to support developing countries in addressing climate change and promoting green and low-carbon transitions during the 15th Five-Year Plan period. FECO is leading the development of this plan under the guidance of the Department of Climate Change.

The meeting brought together experts and representatives from the Department of Climate Change of the Ministry of Ecology and Environment, the National Center for Climate Change Strategy and International Cooperation, the Belt and Road Initiative International Green Development Coalition, the Chinese Society for Environmental Sciences, the China Environmental Protection Foundation, the China Center for International Knowledge on Development, the Chinese Academy of International Trade and Economic Cooperation under the Ministry of Commerce, The Administrative Center for China's Agenda 21, the Institutes of Science and Development of the Chinese Academy of Sciences, the Institute of Ecological Civilization of the Chinese Academy of Social Sciences, and Sina Finance.
