On September 29, 2022, a delivery ceremony for goods donated by China's Ministry of Ecology and Environment to Uruguay was held. Mr. Wang Gang, Chinese Ambassador to Uruguay, representing the Chinese side, jointly signed the delivery certificate for the meteorological satellite mobile reception and processing system with Mr. Pablo da Silveira, Uruguayan Minister of Education and Culture.
This project represents a concrete measure and tangible outcome of the "10-100-1000" initiative, which aims to establish 10 low-carbon demonstration zones, implement 100 climate mitigation and adaptation projects, and provide 1,000 training opportunities on climate change for developing countries, as well as the Belt and Road South-South Cooperation Initiative on Climate Change proposed by President Xi Jinping. The two sides signed a MoU on the provision of goods in November 2019, under which China committed to providing Uruguay with a multi-satellite integrated mobile satellite data reception, processing, and application system to support Uruguay in enhancing meteorological observation and improving its capacity to address climate change.
Minister Pablo da Silveira expressed sincere gratitude to China's Ministry of Ecology and Environment for its generous donation and for dispatching technical personnel to carry out work in Uruguay, stating that the project is a model of South-South cooperation on climate change. The Uruguayan government attaches great importance to climate change and sustainable development, and believes that the system will provide significant support for Uruguay's agricultural production, environmental monitoring, and prevention of extreme climate disasters. Uruguay is willing to further strengthen exchanges and cooperation with China in the fields of climate change and sustainable development under the UNFCCC and its Paris Agreement, aiming to elevate the strategic partnership between the two countries to a higher level.
China has been actively advancing South-South cooperation on climate change. To date, China has cumulatively allocated over 1.2 billion yuan for South-South cooperation on climate change, signed 43 climate cooperation documents with 38 developing countries, and actively conducted capacity-building training programs. China has held 45 training sessions under the South-South cooperation on climate change, providing training for approximately 2,000 officials and technicians from more than 120 developing countries in the field of climate change. By providing support within its capacity to help developing countries enhance their capabilities to address climate change, China's efforts have been widely praised by recipient countries and the international community.
