On September 15, 2025, Minister of Ecology and Environment Huang Runqiu held a meeting with Mr. Simon Kilepa, Minister of Environment, Conservation and Climate Change of the Independent State of Papua New Guinea (hereinafter referred to as “PNG”), in Port Moresby, capital of PNG. The two sides held in-depth exchanges on domestic actions and bilateral cooperation in the fields of environment and climate, and jointly signed the Implementation Agreement on the Integrated PV-Energy Storage Project in the Low-Carbon Demonstration Zone under the South-South Cooperation on Climate Change (hereinafter referred to as the “Implementation Agreement”).

In 2023, witnessed by the Premiers of both countries, the two sides signed a cooperation document on jointly building a low-carbon demonstration zone under the South-South cooperation on climate change. The newly signed Implementation Agreement clarifies the cooperation model for China's assistance in developing the integrated PV-energy storage project in PNG, which will accelerate the utilization of local solar energy resources and support PNG in enhancing its capacity to address climate change. PNG expressed gratitude for China's support and assistance, and looks forward to further deepening cooperation in the fields of climate change and environmental protection, contributing to the green, low-carbon, and sustainable development.

As a responsible major developing country, China has always been an active advocate and practical implementer of South-South cooperation on climate change. To date, China has signed 54 cooperation documents with 42 developing countries, implemented over 300 capacity-building programs, and provided professional training for more than 10,000 government officials and experts in the field of climate change from over 120 developing countries. These efforts have been highly recognized and widely praised by developing countries.

The meeting was attended by Mr. Qian Bo, Special Envoy for Pacific Island Countries Affairs of the Chinese Government, and Mr. Yang Xiaoguang, Chinese Ambassador to PNG.
